Evolve Plus 2020 version Need help figuring out why brand new device won't work

Evolve Plus 2020 version and it won't work. When I try using it the light flashes 10 times as if it is needing charged but it doesn't light up red to indicate that it's charging and it has did so since I first opened it and I have no clue what the issue is or how to fix it. I am new to the pen and am trying to learn how to use and maintaince it properly.
